Lisa Chimento, Executive Vice President and Practice Director for States, Payers, and Providers Market, joined Lewin in 1994. Ms. Chimento is a nationally-recognized expert on Medicaid and managed care. She has assisted more than two dozen state purchasers on a range of Medicaid purchasing and performance improvement efforts. She also consults with Federal agencies, insurers, hospitals and health systems, foundations, and associations. Lisa previously conducted research and analysis on the organization and delivery of health care at the National Academy of Sciences, Institute of Medicine. She earned an MBA in health care management and policy analysis from Yale University. Ms. Chimento is the Chairperson of the Board of Directors of the Northern Virginia Health Foundation.

Practice Directors
Mike Fishman, Senior Vice President and Practice Director for the Federal Human Services Market, joined Lewin in 1998. Mike consults on a broad range of human services program and policy areas including welfare reform, workforce development, and child support enforcement. His work includes qualitative and quantitative research and evaluation, technical assistance, and strategic planning. Prior to joining Lewin, Mike served as Director of Income Security Policy for ASPE at DHHS. Mike received an MPA from the University of Southern California and an MA in psychology from Antioch University.

Paul Hogan, Senior Vice President and Interim Practice Director for the Federal Health Market, joined Lewin in 1989. Paul applies microeconomics, econometrics, cost/benefit analyses, statistics and operations research methods to problems of military staffing and readiness, labor supply, compensation, training, performance and cost measurement, and health economics. Areas of research in health economics include workforce studies and measures of Medicare and Medicaid payment accuracy. Paul's doctoral studies include economics, econometrics and finance at the University of Rochester.

Senior Vice Presidents
Clifford Goodman, Senior Vice President, joined Lewin in 1996. Cliff has more than 25 years of experience working with government, industry, and nonprofits in health care evaluation, primarily health technology assessment and policy analyses with related expertise in evidence-based medicine, outcomes research, health economics, regulatory policy, third-party payment and technological innovation. He has led nationally recognized studies in such areas as organ donation and transplantation, the outlook for the medical device industry, the value of diagnostics, and health information technology. Other current areas include pharmacogenomics, applications of cost-effectiveness analysis, and knowledge transfer. A compelling public speaker on these topics, Cliff is also a nationally recognized health policy issues moderator and expert panel facilitator. He received an AB from Cornell University, an MS from The Georgia Institute of Technology, and a PhD from The Wharton School, University of Pennsylvania.

Colleen Hirschkorn, Senior Vice President, joined Lewin in 1996. Colleen consults on program evaluation, health care workforce issues, survey design, data collection and analysis, facilitation of work groups, expert panels and focus groups, and performance measurement development. Colleen brings extensive nursing expertise to the firm, having spent 13 years in the field of critical care and emergency nursing. She earned a BSN from Russell Sage College and an MPA from NYU's Robert F. Wagner School of Public Service.

John Sheils, Senior Vice President, joined Lewin in 1980. John is well known for his depth in understanding the complexities of the health care financing system, the professional integrity of his analyses, and the speed with which he can produce estimates of comprehensive reform plans. John is a nationally recognized authority on health system reform and Medicaid eligibility who has directed several projects for Medicaid programs around the country. John has an MS in public policy from Carnegie-Mellon University.

Lisa Alecxih, Vice President, joined Lewin in 1987. Lisa researches and consults on the elderly, persons with disabilities and long-term care. Lisa has more than 15 years advising federal and state policy makers regarding long-term care financing and elderly health insurance issues. She received her MPA in public affairs from the Lyndon B. Johnson School of Public Affairs at the University of Texas.

David Bender, Vice President joined Lewin in 2007 and leads the firm’s Provider Market. Dave comes to the Lewin Group after 19 years with Ernst & Young, LLP where he led the health care provider strategy and market planning services. He has extensive experience in working with health systems nationally and internationally, including strategic planning for AMCs, community hospitals, and health care systems, feasibility studies for inclusion in public offerings and HUD studies, program specific growth plans, in-patient and ambulatory care facility development, and analyses of growth opportunities and organizational structures for new business opportunities for integrated delivery system. Dave received his M.S.P.H. in Health Services Management from the University of Missouri-Columbia.

Timothy Dall, Vice President, joined Lewin in 1994. Tim applies economic theory, statistical and econometric analysis, cost/benefit analysis, program evaluation and computer modeling skills to health economics and health workforce issues. Tim earned a MS degree in economics from the University of Wisconsin-Madison.

Margo Edmunds, Vice President, joined Lewin in 2006 with 20 years experience in health policy analysis, strategic communications, disease management, and information technology. She has launched and evaluated policy initiatives in healthcare coverage and access, consumer health education, emergency preparedness, cultural competency, and communication technology assessment. Prior to Lewin, Margo held positions at the American Institutes of Research; Institute of Medicine; University of California, San Francisco; and the Children’s Defense Fund. Margo earned her doctorate from The Pennsylvania State University and completed a research and clinical fellowship at the Johns Hopkins School of Medicine. She is an Adjunct Associate Professor of Health Policy and Management at the Johns Hopkins Bloomberg School of Public Health.

Mary Farrell, Vice President, joined Lewin in 1999. Mary specializes in conducting research and evaluation studies on social policy issues affecting low-income families and other vulnerable populations. Areas of research include welfare reform, employment and training services, food stamps and unemployment insurance. Mary previously worked at the Manpower Demonstration Research Corporation and the U.S. Department of Education's Planning and Evaluation Service. Mary earned an MPPM from Yale University.

Henrick Harwood, Vice President, joined Lewin in 1992. Rick has more than 25 years of experience in the economics and policy of substance abuse and mental health. He recently completed national studies of the economic costs of alcohol, drug abuse and mental illness, respectively, for NIAAA, NIDA and NIMH. Previously, Rick served in the Office of National Drug Control Policy/ Executive Office of the President, at the Institute of Medicine, and at Research Triangle Institute.

Randy Haught, Senior Scientist, joined Lewin in 1989. Randy advises and consults in data analysis and microsimulation modeling of health care financing and policy related issues. He has extensive experience in analyzing a variety of health care surveys and claims databases, and developing several microsimulation models to estimate the impacts of health care reform policies. Randy earned a BS, with Honors, in mathematics and computer science, from Waynesburg College.

Kathy Kuhmerker joined The Lewin Group in 2008 as a Vice President and will play a key role in the firm’s state health consulting work. As Director of New York State’s $46 billion Medicaid program, Kathy developed innovations that helped reduce fraud, waste and abuse, began a formulation to rebalance New York’s long-term care system, oversaw the multi-year design and installation of the new Medicaid claims payment and management information system, managed the program’s response to the 9/11 World Trade Center attack, and saw the successful implementation of the Family Health Plus program for low-income adults. Prior to that position, Kathy ran health, housing, transportation, debt management and bonding projects for the New York State Division of the Budget. Most recently, Kathy was a Vice President at Affiliated Computer Services, where she combined her health care expertise with information technology to develop and enhance programs to improve health care delivery, quality and management. Kathy earned her MBA in Health Systems Administration from Union College.

Karen Linkins, Vice President, joined Lewin in 1999. Karen specializes in health services research and evaluation studies in the areas of behavioral health and community-based long term care systems and policy for the elderly, disabled, and other vulnerable populations. Prior to joining Lewin, Karen was on the research faculty at the Institute for Health and Aging at the University of California, San Francisco. She received a Ph.D. in medical sociology from the University of California, San Francisco.

Joel Menges, Vice President, joined Lewin in 1993. Joel consults on the design and improvement of Medicaid and other programs involving high-need populations. His work has a quantitative emphasis, often involving analysis of eligibility and claims data sets. Joel has worked with more than 15 state Medicaid agencies and also has extensive Medicare experience. Joel began his career at DHHS and he has held an executive position with a Medicaid health plan. Joel earned an MPA from Syracuse University.

Roberta Milman, Vice President, joined Lewin in 2006 with a breadth of experience in managing medical centers, developing health products and services, serving the senior/Medicare markets, strategic planning, creating partnerships for health improvement and product delivery, and analyzing policy. Prior to joining Lewin Roberta served as the Vice President responsible for overseeing the development, management and marketing of health products, including the largest Medicare prescription drug plan, health and long term care insurance and pharmacy services for AARP members. She has held executive positions within academic medical systems including The Johns Hopkins Health System, Children’s National Medical System and Georgetown University Medical Center. Roberta received her B.A. from Smith College and her M.S from Tufts University.

Terry Savela, Vice President, has worked for The Lewin Group since 1985. Ms. Savela’s career has focused on managed care program development, implementation, administration and evaluation for public payers, cost-effectiveness analyses, rate setting and reimbursement model design, and research on the impact of managed care on safety net providers. For state projects involving Medicaid, children’s health insurance, general assistance populations, and health benefits for public employees, Ms. Savela has worked with public agencies, legislators, and stakeholder representatives to assist them in introducing new delivery system models and payment mechanisms. Ms. Savela earned her Bachelor of Arts degree from Wellesley College.
