Uninsured and Safety Net

The Lewin Group has long played a role in helping the nation and communities to ensure an adequate safety net for vulnerable populations. The Lewin Group has worked with a wide array of clients on safety net issues including all levels of government, community coalitions, providers, associations, advocacy groups, and philanthropic foundations. We offer substantive experience with both coverage and care delivery issues and the skills required to assess needs, evaluate policies and programs, and develop recommendations for action. Our work has been geared both to improving access to coverage and care for populations and to enhancing the viability of the providers and institutions that make up our nation's core safety net.

Sample Projects

  • Conducted surveys and focus groups of uninsured individuals and private employers to identify the factors that affect insurance coverage.
  • Prepared a five-year strategic plan for Jackson Health System, the principal safety net provider in southeastern Florida.
  • Developed state-level estimates of the number of individuals under the age of 18 without health insurance at some point during a 24-month period by state.
  • Provided a broad range of strategic and operational consulting to the New York City Health and Hospitals Corporation, including:
    • Technical assistance to help HHC facilities operate under Medicaid managed care
    • Ambulatory care strategic plan for one of HHC's six hospital/clinic networks
    • Analysis of opportunities to secure Federally Qualified Health Center status for HHC outpatient clinics
    • Study of the state of public and private ambulatory care across New York City.
  • Examined the gaps in the health care financing system and analyzed the impact of options to expand insurance coverage for the uninsured and underinsured.
  • Developed proposal for improving the data resources of the National Association of Public Hospitals.
  • Estimated the cost and number of persons affected by a proposed universal health coverage proposal combining both public- and private-sector approaches.
  • Conducted an evaluation of the indigent health care delivery system in St. Louis, MO, and prepared recommendations to improve coordination and efficiency of the system.
