Assertive Community Treatment Budget Model

The Lewin Group has developed a budget simulation model for the Centers for Medicare and Mediaid Services and the Substance Abuse and Mental Health Services Administration that projects evidence-based Assertive Community Treatment (ACT) program costs. The goals of the budget simulation model are to enable states to: 
  • calculate how different program requirements may affect costs;and
  • estimate the cost of implementing an evidence-based ACT program.

The budget simulation model combines data from multiple sources to produce these estimates. It relies on administrative data sources that indicate the size of the program, the number and types of services received, and program staffing. It can be used by State and local fiscal planners to better understand the costs associated with implementing evidence-based ACT programs and how costs vary in accordance with different implementation strategies.
