The Nebraska Health and Human Services System (HHSS) commissioned The Lewin Group to analyze a proposal by Governor Mike Johanns and State Senator Jim Jensen, Chair of the Health and Human Services Committee to restructure Nebraska's behavioral health system. Called the "Road to Recovery," the centerpiece of the plan is the development of additional community-based services to support residents of two mental health institutions, which would be closed.
Lewin's analysis, titled "The Road to Recovery: Balancing New Adult Behavioral Health Community Supports," concludes that the plan is achievable on the timeline, and for the budget, laid out by Governor Johanns and Senator Jensen, and recommends many implementation strategies for successful completion of the plan.
