Tom Carslon, FSA, consults on rate setting, managed care program development, evaluation, and policy implications. As an actuary his work is often financially oriented and involves the estimation of risk and the calculation of the appropriate payment for that risk. He has worked with state Medicaid programs, Children’s Health Insurance Programs, Medicare, and general assistance, setting capitation rate levels and using appropriate risk adjustment to account for risks that deviate from expected levels. Risk adjustment programs Tom has used include the CDPS and ACG systems. Tom is a Fellow in the Society of Actuaries, a Member of the American Academy of Actuaries and received a Bachelor of Science in economics from the University of Minnesota and a Masters of Arts in economics from the University of California at Los Angeles.
