Joel Menges

Joel joined The Lewin Group in 1993. He consults on the design and improvement of Medicaid and other programs involving high-need populations. His work has a quantitative emphasis, often involving analysis of eligibility and claims data sets. Joel has worked with more than 15 state Medicaid agencies and also has extensive Medicare experience. Joel began his career at the U.S. Department of Health and Human Services (DHHS) and he has held an executive position with a Medicaid health plan. Joel received a Master of Public Administration from Syracuse University.
