Evaluation of Refugee Social Services and Targeted Assistance Programs

The Lewin Group, with its subcontractors, performed a study for DHHS Office of Refugee Resettlement (ORR). This comprehensive evaluation examined the effectiveness of ORR employability services through the Refugee Social Services and Targeted Assistance Formula Grant programs. The study involved an implementation study, an outcome study, and a plan for continuous evaluation. The Lewin Group:

  • Fielded a survey of more than 900 refugees
  • Collected program and state administrative data
  • Conducted focus groups of refugees
  • Conducted site visits to understand how services are delivered and document outcomes achieved over time

We conduct economic analysis and provide strategic planning for federal, state, and local workforce agencies.

Policymakers are placing increased emphasis on ensuring that our economy’s workers have the skills needed to work in high-demand occupations. We perform rigorous, data-driven research and evaluations of government programs to help these policymakers understand the implications of demographic trends and changes in the labor market as well as the effectiveness of program interventions designed to train, recruit, and retain workers.

The Lewin Group has particular experience in studying programs that serve groups of workers who may need additional services and training–such as returning veterans, prisoners, immigrants, and older, displaced employees–who will make up a larger part of our future workforce.

Program Evaluation

  • Assess how programs have been implemented through field research
  • Perform impact studies to assess the effect of programmatic changes and new initiatives
  • Conduct cost-benefit analysis

Policy Analysis and Modeling

  •  Develop microsimulation models to assess the impact, cost, and distributional effects of policies
  • Measure effects of potential policies through analysis of administrative data and surveys
  • Synthesize findings from literature

Performance and Measurement Assessment

  • Help clients establish accountability measures
  • Monitor program compliance and performance
  • Assess the accuracy of program data and improve systems for internal data collection
