Charlie Bruetman, M.D.

Senior Vice President and Practice Director, Federal Health and Human Services

Dr. Charlie Bruetman joined The Lewin Group in 2008. As the leader of Lewin’s Federal Health and Human Services market, he is responsible for the development of the team’s market strategy, growth, opportunity assessments and ensuring appropriate resources to deliver high quality products to the organization’s clients.

Bruetman has extensive experience providing policy analysis; program evaluation and implementation support and the development of clinical quality measures across U.S. federal health care agencies as well as developing health care strategies for payers, providers and pharmaceutical companies in the private sector, both in the United States and abroad.

For the past 12 years, Bruetman has been focusing on the federal government, leading major transformation engagements at the Centers for Medicare and Medicaid Services (CMS), including the Design, Development and Implementation for the Appropriate Use of Imaging Services Demonstration, Network Development (Health Service Delivery), including work with Medicare and Medicaid Enrollees, the Development of Imaging Efficiency Measures and Data Analytics on Dual Eligibles in support of the Medicare-Medicaid Coordination Office (MMCO) established by the Patient Protection and Affordable Care Act.

He has recently been engaged in supporting CMS with new payment models, including the Evaluation of the Bundled Payment Care Initiative.

Before joining The Lewin Group, Bruetman spent 15 years with Booz Allen Hamilton where he was part of the firm’s Health Senior Leadership Team. He supported CMS, leading the Technical Assistance and Implementation Activities for the Prescription Drug Program (Part D). He has also provided program evaluation and regulatory analysis for the Food and Drug Administration (FDA), supporting activities under the Prescription Drug User Fee Act (PDUFA).

In addition, Bruetman was involved with the development of Booz Allen’s health care work in Latin America providing strategy and consulting support for health plans, providers and pharmaceutical firms in the region.

He received his M.D. degree from the University of Buenos Aires, Argentina and his master’s degree in business administration from the Kellogg Graduate School of Management at Northwestern University.
