Carol J. Simon, Ph.D., leads the Lewin Group’s Center for Evaluation and Advanced Analytics. Simon brings more than 25 years of experience in health economics research, evaluation design and policy consulting to help state and federal clients design and implement effective health reforms. She is an expert in economic and financial modeling, survey design/analysis, big-data analytics and mixed-mode evaluation design, and has deep experience applying administrative, clinical and socioeconomic data to policy questions.
Simon currently leads the evaluation of several important Centers for Medicare and Medicaid Services (CMS) value-based payment initiatives, including the CMS Center for Medicare and Medicaid Innovation (CMMI) Oncology Care Model Evaluation and CMMI Coordinated ESRD Care Evaluation. She serves as a senior expert on CMS’ Bundled Payment Care Improvement Initiative and several State Innovation Model evaluations. Previously, she led policy research at OptumLabs and the UnitedHealth Group Center for Health Reform and Modernization, developing “big-data” strategies for measuring value, outcomes and costs. She has strong academic credentials having been associate professor and director of the health economics program at Boston University and professors of economics and public policy at the University of Illinois, University of Chicago and UCLA.
Simon has more than 40 peer-reviewed articles on health care organization, payment and delivery system reforms, performance variation, disparities and methods for quantifying the burden of illness. Her work has appeared in leading academic journals, including the American Economic Review, Journal of Health Economics and Health Affairs, and has been cited in the New York Times, Wall Street Journal and health care business publications. She serves on expert panels at the National Institutes of Health and the Department of Health and Human Services for cost-effectiveness and delivery system research. Carol has a doctorate in economics from the University of Chicago, Booth Graduate School of Business and a master’s degree in finance from the Massachusetts Institute of Technology.
