Julie Somers, Ph.D.
Julie Somers, Ph.D., has over a decade of experience working for congressional agencies on a wide array of health care policy issues. An economist by training, she employs econometric modeling and large data set analytics to assess the effects of changes in legislation and regulation on federal, state and beneficiary health care spending.
Through her roles as a senior analyst for the Medicare Payment Advisory Commission and as a principle analyst for the Congressional Budget Office, she gained extensive experience designing and leading analyses of Medicare and private sector claims data.
Since joining Lewin, Somers is leading several analyses supporting evaluations and operations of alternative payment models and other ACA initiatives, including an analysis of the overall impact of the Bundled Payments for Care Improvement Initiative on Medicare Program savings; an analysis to develop an inpatient cost savings model for Maryland’s all-payer system; and an analysis to estimate the impact of the ACA marketplace and Medicaid expansion program on the enrollment behavior of Medicare-eligible individuals. The focus of all her work has been to distill complex quantitative and qualitative analyses of health care policies and delivery and payment systems into readily accessible and understandable formats for a diverse audience, including CMS policy makers, CBO directors, congressional staff, MedPAC commissioners and industry executives.
