Sharman Stephens

Sharman Stephens has over 30 years of experience in health care policy and program evaluation with the U.S. Department of Health and Human Services. While at HHS, she worked in several organizations including: the Office of the Assistant Secretary for Health, the Office of the Assistant Secretary for Planning and Evaluation, and the Centers for Medicare & Medicaid Services. She has worked on policy issues related to the Medicare, Medicaid, and the Children’s Health Insurance Program, utilization and quality of health care services, and mental health / substance abuse treatment programs. She has also worked on health care reform efforts including: catastrophic health insurance, universal health insurance, and children's health insurance. She served in 1993 on the President’s Health Care Reform Task Force, with responsibility for issues related to mental health, substance abuse and health insurance benefit design. At CMS she played a leadership role in the legislation and regulations establishing the Medicare prescription drug benefit. Sharman has a Bachelor of Science in Nursing from Duke University and a Master in Public Health from the University of North Carolina.
