David Thomas

David Thomas, who joined Lewin in 2006, is an applied researcher and program evaluator with more than 20 years' experience designing and conducting evaluations and analyses of children and family programs. His work on policies on issues have included Head Start and early childhood education, asset development for low-income families, income and food assistance, substance abuse, child maltreatment, juvenile delinquency and gang activity, elder care and housing, child support enforcement, and maternal health and nutrition. David has managed contracts for numerous federal agencies, including the U.S. Department of Health and Human Services, Justice, Defense, Agriculture, Labor, and Education, as well as various agencies of state and local government. He is skilled in correlational and experimental research and program evaluation strategies, cost-effectiveness and benefit-cost analysis, statistical analysis, business process redesign, and organizational efficiency. After beginning his career as a policy analyst with the U.S. Food and Nutrition Service’s Office of Analysis and Evaluation, he was a Managing Associate for 16 years with Caliber Associates, now a wholly-owned subsidiary of ICF International, and, immediately prior to joining Lewin, was Vice President/Federal Group with Sage Policy Group, a new and growing public policy research and evaluation firm in Baltimore, Maryland. David is a Ph.D. candidate in public administration at The George Washington University School of Business and Public Management, and holds a Master’s in Public Policy (M.P.P.,
with distinction) from Georgetown University as well as a B.S. in political science and sociology from Texas Christian University.
