John Warner

John Warner is a Vice President in The Lewin Group’s Federal National Security and Emergency Preparedness practice. He has over 30 years of academic teaching and research experience. His academic teaching experience includes teaching stints at North Carolina State University, the University of North Carolina, and the U. S. Naval Academy. Most recently, he was a member of the Department of Economics at Clemson University where he received the Thomas Green Clemson Award for Faculty Excellence in 2008. John is a recognized expert on the subject of military manpower economics. Over his career he has authored numerous studies relating to the recruiting, retention, and compensation of military personnel. He has been a leader in the development of theoretical models of enlistment and reenlistment decision-making, and he has conducted large-scale econometric analyses of enlistment and reenlistment. He has served on numerous panels and study groups sponsored by the Department of Defense and related federal agencies. John holds a doctoral degree in economics from North Carolina State University.
