The purpose of OASIS is to meet the needs of customers with complex integrated professional service-based requirements who cannot use, or find difficulty using, the MAS Schedules, Government-Wide Acquisition Contracts (GWACs), or other existing vehicles for a solution. Complex integrated professional services-based requirements are those that involve multiple professional services disciplines; involve significant IT components, but are not IT requirements; involve ancillary support services and supplies (commonly referred to as Other Direct Costs - ODCs); involve commercial or non-commercial services, or a blend of both or other circumstances.

This schedule offers PIV products and services to implement the requirements of HSPD-12, FIPS-201 and associated NIST special publications. The NIH/NITAAC CIO-SP3 GWAC offers a wide range of IT solutions for all federal agencies but with a particular focus on health-related IT solutions. These IT services include, but are not limited to, health, health science and biomedical-related IT services to meet scientific, health, administrative, operational, managerial, and information management requirements. The contract also contains general IT services partly because health care systems are increasingly integrated within a broader IT architecture, requiring a systems approach to their implementation and a sound infrastructure for their operation. T4NG2 initiative is a multi-agency, Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order contract vehicle to provide a full range of information technology (IT) services including technical support, program management, strategy planning, systems/software engineering, enterprise network engineering, cyber security, operations and maintenance, and other services and solutions encompassing the entire range of IT and health care IT requirements. (This contract is held by Optimal Link, LLC, a joint venture between Optum Serve Technology Services and Missing Link Security formed under the Small Business Administration’s Mentor Protégé Program).

CMS Strategic Partners Acquisition Readiness Contract (SPARC) (HHSM5002007000024I)
The Strategic Partners Acquisition Readiness Contract (SPARC) is used to provide strategic, technical, and program management guidance and support services, to facilitate the modernization of CMS business processes and supporting systems. It is available to all components within the Centers for Medicare & Medicaid Services (CMS) and all Health and Human Services (HHS) Operating Divisions to procure IT System development services, from end to end. This vehicle is a contracting mechanism to provide HHS agencies and offices with policy assessments/analysis, program assessments, evaluation design studies and data collection, performance measurements, technical assistance/expertise, data analysis and auxiliary/support services which may be necessary to complete a particular project. CMS Research, Measurement, Assessment, Design, and Analysis 2 IDIQ (RMADA 2) IDIQ (75FCMC19D0096)
RMADA 2 provides analytic support and technical assistance for models and demonstration programs that are derived under the Patient Protection and Affordable Care Act (ACA). Support includes the design, implementation, and evaluation of research and/or payment and service delivery models to test their potential for reducing expenditures for Medicare, Medicaid, CHIP and uninsured beneficiaries while maintaining or improving the quality of care. CMS Measure and Instrument Development and Support (MIDS) IDIQ (75FCMC18D0030)
The MIDS contract is used to develop outcome, process, structural, cost and composite quality measures that are reflective of quality care across a wide range of health care settings. Its purpose is also to support collecting data that could be used to trend quality related to patient care for those patients who receive services across settings, as well as other uses related to cross-setting analysis. The Readiness and Health Directorate of the U.S. Department of the Navy’s Bureau of Medicine and Surgery (BUMED)
This contract provides support services on behalf of BUMED in its mission to support the management of readiness and health of the U.S. Navy and Marine Corps. There are currently 12 programs within BUMED’s Readiness and Health Directorate: Integration Support, R&D, Women’s Health, Pharmacy, Health Records Management, Medical Home Port, Integrated Care Management, Dental Clinical Community, Behavioral Health Integration, Navy Comprehensive Pain, Clinical Communities Management and Operational Medicine.

This IDIQ supports the Substance Abuse and Mental Health Services Administration’s (SAMHSA) need for program and analytical support services, short-term analyses, technical assistance, and support for its information and related programs across six separate domains.  Lewin is a contractor under Domain III, Policy Analysis and Program Related Projects.  Areas under Domain III include Policy Analysis, Regulatory Policy, Developing Programs, and Program Support.
