Dr. Somers, a health economist, has almost two decades of experience working for congressional and executive branch agencies on a wide array of health care policy issues. She employs econometric modeling, large data set analytics, and qualitative analyses to assess the effects of changes in legislation and regulation on health care quality and on federal, state and beneficiary health care spending.
At Lewin, Dr. Somers leads the mixed-methods evaluations of two national bundled payment models. She also provides technical assistance to clinician practices to facilitate their successful participation in the Centers for Medicare and Medicaid Services (CMS) Quality Payment Program (QPP).
She gained extensive experience in the analysis and evaluation of complex health care policy issues through her roles as a senior analyst for the Medicare Payment Advisory Commission (MedPAC) and as a principal analyst for the Congressional Budget Office (CBO). The focus of all her work has been to distill complex quantitative and qualitative analyses of health care policies and delivery and payment systems into readily accessible and understandable formats for a diverse audience including CMS policy makers, CBO directors, congressional staff, MedPAC Commissioners and industry executives.
